HISSAN Central Committee Holds Third Meeting, Forms Departments and Nominates New Members

Kathmandu, April 25 — The third full meeting of the Central Working Committee of Higher Institutions and Secondary Schools’ Association Nepal (HISSAN) was held on 12 Baishakh at Soltee Hotel, Tahachal, Kathmandu, under the chairmanship of HISSAN President Yubaraj Sharma.

The meeting was attended by Coordinator of the Board of Directors Umesh Shrestha as the chief guest, Chief Advisor Ramesh Silwal as the special guest, and Coordinator of the Academic and Research Council Dr. Madhav Baral as a guest. Senior office bearers, central members, advisers and representatives of different councils were also present.

Presenting the organizational report, General Secretary Ram Hari Silwal said the meeting reviewed the current situation of Nepal’s education sector, including concerns created by government policies and recent decisions affecting private educational institutions. The report noted that the education sector is facing several challenges and stressed the need for unity, coordination and collective action among private education providers. 

The meeting decided to strengthen HISSAN’s organizational structure across the country, make the central examination system more effective, expand sports and extracurricular activities, and organize training, seminars and workshops for school operators, teachers and staff for capacity development. It also decided to work in coordination with government agencies, local levels and organizations with similar objectives, including PABSON and N-PABSON. 

According to General Secretary Silwal, the meeting also approved the formation of various departmental committees to make HISSAN’s activities more systematic. Office administration and organization will be led by General Secretary Ram Hari Silwal, while the finance department has been assigned to Treasurer Shiva Adhikari. Academic activities will be coordinated by Vice President Rishi Tiwari, and the Central HISSAN Examination Committee by Senior Vice President Prof. Dr. Swagat Shrestha.

Similarly, Publicity and Publication has been assigned to Vice President Rajendra Adhikari, International Relations to Vice President Hari Lamichhane, Conference and Professional Development to Vice President R.B. Adhikari, Sports and Extra-Curricular Activities to Vice President Narendra Bahadur Adhikari, Evaluation and Discipline to Vice President Bishnu Raj Paudel, and Legal Affairs to Vice President Dolraj Pandey. Province-level university coordination has been assigned to Mukunda Ghimire for the eastern region and Suman Gopal Acharya for the western region.

The meeting also nominated new central members. Those nominated are Dr. Dipendra Bhandari, Pabitra Limbu, Khadga Bahadur Basnet, Pradeep Paudel, Jessica Chemjong, Pawan Thapa and Prakash Shrestha. 

The organizational report further stated that HISSAN currently has four provincial working committees, 27 district working committees and 10 municipal-level committees in operation. Since the recent general convention, the association has held several secretariat, central committee, examination committee and extended meetings, while also participating in discussions with education stakeholders and government officials on contemporary issues in the education sector. 

The meeting concluded with a commitment to move ahead with short-term, immediate and long-term strategic plans aimed at organizational strengthening, financial sustainability, effective office management, institutional data management, academic improvement, international cooperation and social responsibility.
