Education Ministry Says Free MBBS Scholarship for Injured Gen Z Protester Does Not Violate Rules

Kathmandu — Nepal’s Ministry of Education, Science and Technology has clarified that the government’s decision to provide a free MBBS scholarship to Ekata Shah, who was injured during the Gen Z movement, is fully in line with existing laws and procedures.

The ministry issued the clarification after criticism emerged over claims that Shah had been granted a scholarship seat by bypassing the merit list maintained by the Medical Education Commission. In response, the ministry said the scholarship was not allocated from the regular free scholarship quota, but under an additional special scholarship quota created through a separate government budget arrangement.

According to the ministry, the decision does not reduce or interfere with the seats or opportunities available to other students under prevailing laws. It said Shah had qualified for MBBS admission by passing the entrance examination for the 2082/83 academic year with 57.5 percent marks.

The ministry stated that the decision was taken in accordance with Section 11 of the Procedure for Providing Relief Assistance to Those Injured and Disabled during the Gen Z Movement, 2082, following a request from the Medical Education Commission and a formal proposal from the ministry. The Council of Ministers had approved the decision on Chaitra 1.

The Education Ministry said the special arrangement was made to honor and support individuals injured during the movement by extending relief and educational assistance.
