Foreign-Affiliated Colleges Face Stricter Scrutiny Under New Rules

Kathmandu: The government has approved the Foreign Educational Programme (Operation and Regulation) Rules, 2083 with the objective of improving the quality of colleges operating under foreign affiliation and making their regulation more effective.

The rules, prepared by the Ministry of Education and Sports, were approved by the Cabinet meeting held on Wednesday. With the approval of the new rules, stricter standards will now be enforced for colleges in Nepal that are running academic programmes in affiliation with foreign universities.

The government introduced the new rules to enhance the quality, credibility and international competitiveness of higher education in Nepal. The new standards will apply to all colleges currently operating academic programmes in affiliation with foreign universities.

According to the rules, any foreign university granting affiliation must be ranked among the world’s top 1,000 universities. As per the provision earlier made public by the Ministry of Education, the university must have been consistently included in international rankings over the past five years and must have ranked within the top 1,000 at least once during that period.

Similarly, the concerned college must complete the two-stage Quality Assurance and Accreditation (QAA) process. The rules also state that student enrollment quotas will be determined on the basis of the college’s physical infrastructure, academic capacity and available human resources.

The new standards will also apply to foreign-affiliated colleges that are already in operation. The government is preparing to provide a certain period for such colleges to meet the prescribed standards. If they fail to do so within the given timeframe, the government may stop affiliation renewal, restrict new student enrollment or initiate necessary legal action.
