Ministry does not discriminate between public and private education


Nepalgunj, Falgun 22: Minister for Education, Science and Technology Devendra Poudel has said that public and private educational institutions should resolve to produce skilled human resources.

Minister Poudel, addressing the 7th General Convention of National Private and Boarding Schools’ Association Nepal (National PABSAN) in Nepalgunj, stated that the private educational institution, which bears 30 percent of the state’s expenses, should teach students good manners and culture and expressed concern over the disappearance of traditional/social values, good manners and culture in the current situation.

Minister Poudel showed grave concern over the increase in vulgarity, obscenity, lack of sense of responsibility, search for rights, forgetting one’s role and minimal manners in display of present generation.

He quoted the education experts’ suggestions to incorporate the moral education as the indispensable subject of curriculum and became hopeful that the deteriorating social values, good manners and culture could be brought back in track if the concerned ones feel responsible in discharge of their duties. In imparting the value based education both public and institutional schools are equally responsible so the ministry will not discriminate against any education, the law being drafted will be education-friendly, he further said.

It is responsibility of the state to protect the private property and recently published 10-year education plan has uttered about the private property rights, minister added, “Ministry will not act mean in delegating the rights to Provinces and Local Levels and incorporate them as per the existing laws of the state”. Minister Poudel further said, “It is heard that the agreement reached with the teachers’ federation has taken away the rights of the local level,” but we coordinate with the provinces and local level, we do not snatch the rights”.

Mr. Poudel said a 55-point action plan has been made public and policy reforms are underway to provide vocational and poly-technique institutions at 753 local levels. The ministry is planning for the quality of education along with the infrastructures of public educational institutions; he announced that the public-school buildings will be constructed with fully equipped ICT accessories and facilities within the next three years.

The seventh general convention starting today will elect a new leadership tomorrow. Founded in 2054 BS, NPABSAN is now spread over 47 districts.
