Technical Education after the SEE: A Great Privilege

Today’s education that incorporates adept skills and knowledge to prepare skilled human resources has earned sterling fame and fortune in the globalized era. The government has begun its campaign in national level to promote technical education, linking it with the mainstream of education, but the situation looks conspicuously mediocre. As a result, the academic milieu still remains in limbo. Amid 753 local governments, only 22% of technical institutions impart technical education. The government should reach up to 70% of technical education, which is an ambitious plan of the current Prime Minister, KP Sharma Oli.

Technical education is an education system which establishes good connection between education, skills, job market or self- employment, economic prosperity and further study in the related sector.

Health/Medical Science:

As you all know, Health Care Industry is a huge industry in every country. Health Care Industry is a labor-intensive industry. There is a crucial role of human resources. The rapidly changing and growing health care technology can do nothing without engagement of skilled HR for health care services. Health care service is provided with a team approach. Different branches of medical or health science come together to provide good treatment and care for patients at hospitals or community people in a community. For an instance, when a patient comes to a doctor, firstly, the doctor tries to diagnose the disease of the patient clinically; then the doctor may seek help of Medical Lab Technology (MLT) & Radio-diagnosis (Radiography / Radiology) for the best diagnosis. When the doctor diagnoses the disease, he prescribes some medicine. And then the role of pharmacist comes to supply the prescribed medicine to the patient. Subsequently, the role of nurse comes for providing prescribed medicine and care to the patient.  Here, in this prototype, Doctor, Nurse, Pharmacist, Radiologist and Pathologist come together to treat a patient. Hence, all these are different subjects of technical education in the health sector.

Courses offered:

A total of 11 courses are offered in PCL or Diploma health/medical courses after the SEE. Theory and practical courses are taught at college whereas clinical field practice should be practiced at least at 50 bedded hospital. 

  1. Proficiency Certificate in Nursing (PCL Nursing / Staff Nurse)
  2. Proficiency Certificate level in General Medicine (PCL GM / H.A.)
  3. Diploma in Pharmacy (D. Pharma.)
  4. Proficiency Certificate in Medical Lab Technology (CMLT / Lab Technician)
  5. Proficiency Certificate in Diagnostic Radiography (PCL Radiography)
  6. Proficiency Certificate in Dental Science (Dental Hygiene)
  7. Proficiency Certificate in Physiotherapy (PCL Physiotherapy/Physiotherapy Assistant)
  8. Proficiency Certificate in Homeopathy
  9. Proficiency Certificate in Ophthalmic Science
  10. Proficiency Certificate in Acupuncture
  11. Proficiency Certificate in Ayurveda Medicine (AHA)

NB: Among them, PCL Nursing course is offered by the CTEVT affiliate colleges, TU Institute of Medicine Maharajgung Campus, Patan Health Academy and Bir Hospital under NAMS. Similarly, AHA course is offered under Sanskrit University.

Minimum Entry Criteria:

Minimum Entry Criteria under CTEVT system are similar for all courses. That is Grade Point Average (GPA) 2 and at least grade C in Mathematics, English & Science. Students wishing to get enrolled in these courses should go through an entrance test conducted by the CTEVT at national level.

Further Study:

All three-year diploma courses under CTEVT are academic courses. The graduates can study bachelor degree in their respective subject in any university of Nepal & abroad. If the graduates want to change their subjects, they may appear a three-month complementary course and get equivalency of ten-plust-two science- Biology group and they may enter any discipline as ten-plus-two Science -Biology group students. Facility of subject change is not available for PCL Nursing course, as they do not read basic science (Physics, Chemistry, Zoology, Botany and Math) in their course.

Those who’ve completed General Medicine course can be eligible to sit for the entrance examination of Bachelor in Public Health (BPH) and other disciplines but need to complete deficiency course of science conducted by National Examinations Board (NEB) to be eligible for MBBS entrance examination. In order to study Bachelor in Nursing (BN), two years’ of job experience is required. In addition, graduates of Diploma in Pharmacy and Proficiency in Medical Lab Technology courses can be eligible for bachelor level in respective subjects.

Job Opportunity:

Technical education links study with skills, skills with Job or self-employment and graduates with economic and academic prosperity. Technical Diploma or PCL Level graduates in health sector in Nepal get ample job opportunities in their field even in the governmental sector, (I)NGOs, Research and development sector, Education sector (General and Technical), Private health and education sector etc. But generally, these graduates enjoy self -employment in the related sectors.

Agriculture Science

Technical education in agriculture sector is one of the most important education systems for generating a wealth of employment opportunities in the current situation of Nepal. At present, unemployment has been a great threat to our country; as a result, technical education helps solve the growing problem of unemployment in the country. Students can enhance their competency thereby increase their chances of securing a job. It contributes to creating life-enhancing employment, encouraging self-employment and entrepreneurship and better earning which ultimately lift up their living standards and enhance country’s socio-economic development. Thus, the country can be best benefited by technical education in agriculture sector.

Education is often the most valuable asset for rural people wishing to engage in jobs in the agricultural value where they need both technical knowledge and business skills. Agricultural education specifically covers a broad range of formal and informal activities that build capacity within the agriculture sector and for wider rural development encompassing higher education, diploma and certificate levels, vocational and in-service training and informal knowledge and skill acquisition. Within agricultural education, sustainable agriculture is knowledge-intensive, skilled activity based on changing environmental, social and institutional conditions that are specific to individual communities. 

Agricultural education in Nepal can contribute to agricultural development by strengthening innovative capabilities, or the ability to introduce new products and processes that are relevant to peasants and other actors in the agricultural sector.

In many developing countries, the private sector faces challenges in finding adequately skilled employees. Nepal is one of those countries that lack skilled manpower. This also holds true workers for various sectors linked with agriculture, e.g. processing, distribution, marketing, etc. This is one of the reasons that we are sluggish in agricultural revolution.

Furthermore, technicians do not have to remain unemployed like graduates of general education. Even if these technicians do not get jobs, they can stand on their own. They create jobs for themselves and other people. They can be the future entrepreneurs. In developing country like ours technical education in agriculture sector will have a great scope and opportunity.

Small-scale agriculture is the biggest source of employment in most of the developing countries. In Nepal, Agriculture accounts for 33 percent of the gross domestic product (Climate & Development Knowledge Network, 2017). 

There is a common saying that technical education is the backbone of nation. It is true that technology has emerged in the modern age more than before. Thus, the SEE graduates can pursue a diploma course in agriculture, veterinary medicine etc. They can further their study in bachelor, master or even Ph.D. level. In case if they cannot do well, they can get a job in different industries, governmental and non-governmental organizations.

Minimum Entry Criteria:

  • SEE passed certificate with minimum GPA 2 and above.
  • Secured at least grade C in any two subjects i.e. Compulsory Mathematics, Compulsory Science or English and D+ in the remaining subject in Secondary Education Examinations (SEE) from recognized academic institution.
  • Should appear and pass the entrance test conducted by the CTEVT.
  • Admission will be made on the basis of merit list within the quota as fixed by the CTEVT policies.

Further Study:

B.Sc. Ag. and B V.Sc. & AH , B.Sc. Animal science and other related programs of PU, TU and other recognized universities of Nepal and abroad. 

Job Opportunity:

The graduates would be eligible to work as mid-level technicians (Junior Technician, JT) in department of livestock services and related sector as prescribed by the Public Service Commission or the concerned authorities.

Engineering Science

Engineering Programs of CTEVT have been designed with the aim of producing middle level technical engineering human resources that can support for the development of the nation. Technical knowledge is needed for everyone for smooth running of a successful family life. With lack of proper knowledge of electricity, we are obliged to call electricians if we have a simple problem in electricity supply or light fuse off. It’s important and necessity is increasing day by day.

After the devastation of Mega Earthquake in 2072, the required number of engineers (Civil and Architect) has more than doubled.

Course Offered:

13 diploma level engineering courses have been offered.

Opportunities for Higher Education in Health Trade: Those who completed these courses as mentioned above can be eligible to sit for an entrance examination of bachelor level in related subjects.

Minimum Entry Criteria:

  • Should submit SEE pass or equivalent certificate
  • Should pass entrance examination as administered by CTEVT
  • Should have secured at least grade C in Compulsory Mathematics, and Compulsory Science and Grade D+ in English in SEE from a recognized academic institution. 

Further Study:

Those who’ve completed diploma level engineering courses can be eligible for appearing in entrance examination of bachelor level in the related subject.

Job Opportunity:

After the completion of this course, a student will gain knowledge in drawing, surveying, estimation and supervision of various civil engineering works. Employment avenues exist in various government departments like road, irrigation and communication and various engineering firms, water supply and in private construction companies as well. 

The graduates will be eligible for the position equivalent to Non-gazetted 1st class (technical) as Civil Sub-engineer (Civil Overseer) or as prescribed by the Public Service Commission of Nepal. The graduate will be eligible for registration with the related Council in the grade as provisioned in the related Council Act (if any).

Hospitality Industry is one of the fast growing industries and the main income generating source of economy in Nepal. It is engaged in the process of satisfying the needs of customers.

Some of the major segments of this industry are business related to tourism, hotels, restaurants, event planning, private clubs, travel planning, managed food services, etc. This industry is a major contributor to the GDP of any nation and more for countries that depend on tourism as a major source of income.

Advice to Students and Parents

In conclusion, students in technical education sector not only find their college to study this time, but also find their life-long profession. They get some skills for their survival and earning. They get basic skills of their selected sector and they get opportunity to utilize their skills for earning and further academic degree, too. So, if you want to make your child be an independent economically from the earlier time in your life, your better choose the technical education for your ward. You may choose your field according to your passion and interest. If you choose general education sector, it will require minimum of 6 to 7 years to become a professional, but in technical education sector, minimum of 18 months (TSLC) or 3 years (Diploma or PCL) is enough to become a professional. Development opportunities are always with you when you are capable academically and economically.  If you have secured a minimum grade required (GPA 2 & Math, Science & English at least grade C) and fiscal capacity
