Khagendra Prasad Adhikari is the Managing Director at Vinayak College of Health Science and President at Forum for Health & Technical Sciences, an umbrella organization of private health and technical institutions, affiliated to CTEVT. He opines that the government should realize the contributions of private educational institutions and go ahead accordingly to achieve the goal of imparting technical education to a greater mass of students. Excerpts:


Could you give a brief account of Forum for Health & Technical Sciences?

Forum for Health and Technical Science is an umbrella organization of private health and technical institutions, affiliated to CTEVT, which has enabled its co-partners to offer diploma courses in health and technical sciences. As many as 141 educational institutions have received the membership of Forum for Health & Technical Sciences. Its main aim is to support CTEVT and CTEVT affiliated educational institutions for promoting technical education.

It is heard that there is no proper coordination between CTEVT and FHTS. How do you defend this allegation?

We are always in support of maintaining amicable relationship with the CTEVT. As of today, we have maintained an amicable relationship with it; however, in some conditions, CTEVT becomes more of supporting its bureaucrats rather than strengthening organizational relationship with its members. In addition, it not only neglects the problems of private educational sector but also overlooks their contributions.

There is debate on phasing out of TSLC program. What is your opinion regarding this issue?

T-SLC produces junior level technical human resources that provide services to the local community. In order to acknowledge the demand of Dr. Govinda KC, the government dismissed TSLC program which does not seem justifiable for common Nepalese people, particularly of rural areas. Unless we produce higher level of technical human resources for local development, it’s even unthinkable to eliminate TSLC program.

What problems are the colleges under CTEVT facing?

The most serious problem faced by the CTEVT affiliate colleges is their sustainability. We are compelled to renew our institution every year. Due to the lack of its stability we are unable to guarantee the stability of human resources who have rendered their invaluable service. Similarly, in the recent days, lack of clarity about its identity and equivalence is also seriously persisting. Assurance and guarantee of our investment, future of our graduates and status of our workforces are our major concerns which should be guaranteed without any interventions from the CTEVT and the government.

After the SEE, there is a trend of joining ten-plus-two program despite a number of choices. In your opinion, why should one study technical education after the SEE? How is the career of students who pursue technical education?

There is a trend of joining ten-plus-two program after the SEE. It is due to lack of effective advertisement and proper counseling to students on the importance of vocational and technical education which is life-enhancing program. One can get a job or can be self-employed after completing the three-year technical education, which is directly related with the economic prosperity of an individual and the nation. They can utilize their skills in profitable field which consequently improves the quality of their life. So, realizing the importance of technical education our prime minister has declared 70% and 30% education in technical and non-technical sectors respectively.

Moreover, in the present context, general education cannot guarantee the job placement for graduates. Even a master degree holder cannot get a satisfying job. The major factor of this embarrassing repercussion is that general education doesn’t bestow skills on learners. To do any kind of work, we need some skills and only technical education ensures appealing skills. Besides, technical education makes learners entrepreneurs and job creators. If people go abroad for higher studies after receiving technical education, they can get a good job and have good income. Skilled human resources seize a wealth of opportunities in their homeland and beyond. For instance, we cannot get good plumbers for the maintenance of our taps because skilled human resources tend to go abroad because of shortage of lucrative jobs in Nepal. More importantly, we do not have good electricians, masons, etc. We are obliged to hire such workers from foreign lands. Therefore, technical education plays a pivotal role in sharpening knowledge and skills which are directly needed in every workplace.

Vinayak College of Health Sciences has made remarkable contributions to the escalation of status of technical education in Nepal. How is the performance of its graduates in the global market?

Vinayak College of Health Sciences has been imparting quality education in the field of technical sector since its inception. We focus on field work and practical classes to boost the morale of our students in their field. Our product can pass the qualifying exam of the council. Since we have been able to produce quality human resources, they have can easily embrace good job opportunities. None of our products are unemployed.

The distinct features of Vinayak College of Health Sciences are related to strict discipline and quality education. What suggestions would you like give SEE graduates?

I suggest that SEE graduates receive technical education for their secure future. If they attain a qualification of technical education, they do not have to dilly-dally in search of jobs.
